Who we are

RAFI Microfinance, Inc. (RAFI MFI) is one of the country’s leading microfinance institutions, dedicated to empowering underprivileged micro-entrepreneurs to achieve financial stability and independence. With over 323 branches across Luzon, Visayas, and Mindanao, it continues to uplift underserved and vulnerable communities, touching more than 3.5 million* lives nationwide.

1998-2007

Originally registered as the Cebu Micro-Enterprise Development Foundation, Inc. (CMEDFI), began its operations with the opening of its first branch in Minglanilla and soon expanded to nearby areas including Argao, Balamban, and Liloan. To strengthen collaboration between management and clients, it formed its first Client Advisory Board and later became an active member of the Microfinance Council of the Philippines, Inc. (MCPI). The institution also extended its reach by opening island branches in Bantayan and Camotes, Cebu, and further expanding its operations to the provinces of Bohol and Leyte, growing to a total of 12 branches during this period.

2008-2014

CMEDFI embarked on a new chapter by rebranding as RAFI Micro-finance, Inc. (RMF), reflecting its renewed focus on empowering communities. Building on this mission, RMF partnered with the Department of Social Welfare and Development (DSWD) to provide livelihood opportunities for 4Ps beneficiaries, helping them create sustainable sources of income. At the same time, RMF launched the Bugsay Project in collaboration with Renoir Consulting, aimed at strengthening management controls and streamlining operational processes, ensuring that its services remain efficient and impactful for the communities it serves.

2015-2018

We strengthened our commitment to communities by partnering with PhilHealth to provide health coverage and launching the BIJLI system to enhance operational efficiency. We introduced Mauswagon and HoPE loans to support housing, health, and education, and created the Kabuhayan Loan to uplift farmers. Collaborations with Water.Org improved sanitation and hygiene, while our dedication to excellence earned us recognition as a Most Outstanding Member. We celebrated 20 years of service and reached the ₱1 billion loan portfolio milestone. At the same time, we expanded our operations and championed initiatives that empower women entrepreneurs and youth innovators, continuing to make a meaningful impact in the lives of our communities.

2019-2023

Despite pandemic challenges, RAFI MFI continued expanding its branch network across Luzon and launched a Small Business Loan Unit to support growing enterprises. The organization rebranded from RMF, now RAFI MFI, updating its logo, colors, and overall brand identity. Embracing digital innovation, RAFI MFI hosted an Entrepreneurs’ Summit on “Embracing Technologies: Digital Transformation for MSMEs,” introduced the Family Relief Plan micro-insurance, and released the KaagAPPay mobile app to better serve clients. These milestones culminated in the celebration of its 25th anniversary, marking a quarter-century of empowering micro-entrepreneurs and strengthening communities.

2024-present

RAFI MFI appointed Mr. Thomas “Tom” Kocsis as CEO, marking a strategic leadership transition. As part of its ongoing growth, the new office was inaugurated at the City Savings Financial Plaza Building in Cebu City. Its KaagAPPay (K‑App) mobile app received the Philippines Technology Excellence Award for Fintech – Financial Services at the Asian Tech Excellence Awards in Bangkok, and the institution was also recognized as a winner in the Asian Development Bank “Fintech for Inclusion Transformation” (FIT) Microfinance category. RAFI MFI continues to strengthen strategic partnerships and expand its branch network while advancing digital and financial inclusion initiatives, positioning itself for sustained innovation and an even greater impact on micro-entrepreneurs and communities in the years ahead.
